Yes, FBOs are afforded the opportunity to compete for PEPFAR funding on equal funding with all other types of organizations. The Conscience Clause is a legal requirement found in PEPFAR legislation that provides protections for certain organizations that may have religious or moral objections to particular parts of an HIV/AIDS program. In responding to a USAID HIV/AIDS solicitation, an FBO can include the services of other technically specialized organizations either as a part of a consortium responding to a solicitation or as a sub-partner.
